Family Safeguarding, Hertfordshire
Following a £4.86m grant from the Department for Education’s Innovation Programme, here in Hertfordshire, we are set to revolutionise child and family protection in the county.
A first in the UK, our ground-breaking Family Safeguarding model will bring together all the professionals we need, under one roof, to provide intensive support to parents to address the substance misuse, mental health and domestic abuse that place children at risk of harm.
The Hertfordshire family safeguarding project is a first of its kind collaboration between Hertfordshire Social Services; Hertfordshire Partnership NHS Foundation Trust; Bedfordshire, Northampton, Cambridgeshire & Hertfordshire Community Rehabilitation Company (BeNCH CRC); and Crime Reduction Initiatives (CRI). Co-located teams of skilled professionals in children’s and adult social work, domestic abuse, substance misuse and mental health will work together to tackle the root causes of harm in families. Our three area offices will each be supported by a clinical psychologist.
Community Mental Health Nurse
37.5 hours per week
£33,000 - £38,000 per annum

The post holder will be responsible for individual and group work with parents whose behaviour puts their families at risk of harm. They will be responsible for the clinical and operational day to day service delivery ensuring that people who experience domestic violence and abuse (or those who perpetrate it), abuse substances, and have a mental health condition with evidence-based treatment for that condition.
To be eligible for this role you must be registered on the NMC as a mental health nurse, with a valid, up to date pin.

The purpose of this role is to provide high quality support and interventions to the highest risk families as part of the Family Safeguarding Team. This includes working with adults and young people with a history of substance misuse to achieve their goals and improve outcomes for the whole family. You will be reporting into the CRI Team Leader and Family Safeguarding Team Leader.

Children’s Safeguarding and Specialist Services ensure that children and young people are safe from neglect and significant harm, and that children with complex needs are supported effectively. In order to achieve this we need talented staff to support our teams.
We have built an experienced and stable management team to ensure clear direction and high-quality supervision. By recruiting and training extra staff, we have reduced average caseloads to about 20 per social worker. We also offer a structured career programme to help you develop to management level.
We recruit to a variety of roles – Social Worker, Senior Practitioner, Consultant Social Worker, Team Manager and Service Manager – across 10 Assessment Teams and a Joint Child Protection Team, 22 Family Safeguarding Teams and six Children Looked After Teams.
The Assessment Teams undertake a single child and family assessment for those circumstances where Customer Services and our multi-agency Targeted Advice Service have identified the need for a social work assessment.
On completion of the assessment, you will identify whether a plan is needed to protect the child's welfare and transfer the family to one of our targeted teams (Thriving Families, Targeted Youth Support) or a Family Safeguarding Team.
The Family Safeguarding Teams work with Child Protection and Child in Need cases, conducting the majority of our care proceedings. These are multi-disciplinary teams consisting of professionals in children’s and adult social work, domestic abuse, substance misuse and mental health will work together to tackle the root causes of risk in families. These teams will have the benefit of Police support two days a week to support the work with aggressive or evasive families. Police colleagues will conduct out of hours visits, during evenings and weekends, for families on this programme in order to check their welfare.
The Family Safeguarding Teams also have support from three family assessment teams who work intensively with families where children are placed on protection plans or undergoing Public Law Outline (PLO) processes. Our clinical psychology service support PLO work with specialist assessments and our Children and Family Court Advisory and Support Service (Cafcass) pilot is helping to prevent some cases from going to proceedings.

Children Looked After Teams are responsible for providing high quality support and planning for children and young people, up to age 18, who are in long term foster care, residential care and semi-independent care.
Team members are supported by a dedicated Healthcare Team, Virtual School and a Brokerage Team who find the most suitable placement for the child. The Children Looked After service is supported by two Adolescent Resource Centres which provide emergency assessment beds and a treatment fostering support team.

The Residential service is comprised of three homes for adolescents, a home for disabled children, two therapeutic adolescent outreach services incorporating a three bed residential assessment service and a therapeutic assessment and outreach service for 4-12 year olds. We also have specialist foster carers attached to the outreach projects. Our homes have been rated “Good with outstanding features” from Ofsted.
Fostering & Adoption, is making good progress on the national agenda for adoption both in our recruitment of adopters and increasing the number of children placed by nearly 50% in the last year. Working with a partner in the private sector, our fostering service has been described nationally as “pioneering a creative programme for recruiting and supporting carers” and recently winning a national customer service award.
We work closely with a number of different agencies to meet the complex and evolving needs of children in care and to develop services to help and support this vulnerable client group at every stage. Our workload is very varied, engaging and fast paced in this front-line service. Here, you will have the opportunity to develop a specialism in a particular service area, attend relevant training and become involved in a wide range of projects as part of joint working partnerships with other departments.
The Child Protection and Statutory Review Service perform a key role in quality assurance and improving practice within our Children’s Services. The service includes the Independent Reviewing Officer and Child Protection Conference teams, Participation and Family Group Conference Service, Local Authority Designated Officers and School Liaison Officers. We work closely with operational Safeguarding and Children Looked After teams, Residential Units, Fostering and Adoption teams and Hertfordshire Safeguarding Children’s Board and key partners like schools and the Police.

Youth Connexions provides youth work, information, advice, guidance and support for young people aged 13 to 19 (up to 25 for young people with learning disabilities). It also provides support for young people leaving care, up to the age of 21, through the Youth Connexions One Stop Shops. We also have a wide range of youth work projects across Hertfordshire.
We support young people with the issues that are important to them such as education, careers, jobs, relationships, sexual health, confidence, self-esteem, substance misuse, housing and independent living skills. Our Personal Advisers and Youth Workers are professionally trained to provide the highest level of support and work closely with Partner organisations to provide counselling, mentoring and access to other services.

Integrated Services for Learning (ISL)
Integrated area teams work across the County to provide support for vulnerable children and young people, and those with special educational needs. They provide high quality services to support schools and settings to improve outcomes for children and young people with difficulties that affect their access to learning, their development and their life outcomes.
With a wide range of expertise within ISL, our teams deliver a range of services to schools, parents and carers, the community and the Local Authority across a spectrum ranging from universal services and early intervention, to targeted and specialist work. Roles vary from Educational Psychologists and Specialist Teachers to our Admissions and Transports Officers, who all work closely together.
